With the walls coming down, I see a definite potential of issues arising with our games.
Cause they are going to be back with the fight is on for the last year it looks like.

This one is mainly for the RST's -
At the National and Global levels, we've decided to start opening up the Masquerade venue for PvP. The Sabbat will start crusading once again. The Camarilla will go on the offensive. At least, that's the hope. But we need a little assistance to make it happen, as we want to ease into this phase of the chronicle in a controlled fashion. At some point, the walls will come down completely and we'll have a free-for-all. But it is not this day. /aragorn
Right now, what we want to do is allow domains to flag themselves for PvP, which will list them as a "Cross Venue Conflict Approved" location. As I see it, there are two ways that they can do this. First, they can do it voluntarily, saying "yes, we are interested in cross venue conflict! We want to kill those baby-eating Sabbat/thumb-sucking Campires!" By doing so, they will flag themselves for PvP.
Venues can also do it involuntarily by doing something which legitimately garners the attention of the opposing sect. I offer two examples:
1) Washington, D.C., my home Sabbat Domain, recently accepted into its borders several PC's that had gone on the cross venue attack at SCaRE. We harbored them, provided safe haven, knowing that they'd just been on the run from a number of powerful Camarilla PC's. Whether or not we willingly raise our hands, we are flagged for PvP.
2) The Camarilla Domain of Phoenix, Arizona recently had a series of events take place that resulted in the attention of two ancient Methuselahs and addressed some end times prophecies. Whether or not they willingly raise their hands, they are flagged for PvP.
Contrast with:
3) New York, New York. The Domain of New York very clearly has no interest in participating in PvP. The players take care to cover Masquerade breaches quickly and immediately. They're trying to be a model Camarilla domain. They've specifically set out a small swath of land in Brooklyn for those players in the domain who *do* want to PvP, but they've really taken IC and OOC steps to avoid being flagged. We should give them the option, but unless they raise their hands, they should be safe from a crusade at the moment. Their time will come.
I've tasked the ANST: Cam/Anarch and ANST: Sabbat with coming up with a list of "Cross Venue Conflict Approved" locations. They should be reaching out to you shortly and asking you for recommendations of domains that either actively want to participate in some cross venue PvP conflict or have done something to garner enough attention that they've flagged themselves involuntarily. They'll also be putting out a survey to ask the same of the VST's directly.
